Has anybody found a way to spawn boats, even if it would mean changing their vehicle class to helicopters?
I think I have tried doing that a long time ago but I wasn't able to spawn them.
In theory, it may be possible to add boats as a spawnable vehicles in Vehicle Delivery menu and add a menu for boats in Gateway garage. But a) how can I edit the Vehicle Delivery source code?; and b) will the boat model appear in the game or will the protagonist simply hover in the air 'driving a boat'?
EDIT: While I was typing the post, looks like the answer to the 'b' part has been posted:
The boats models are not in the game .
I suppose it is true (except for the Stargate, obviously), though I haven't checked that myself.
The 'a' part is still unknown though.

Speaking of Stargate: I've edited source files to make the Stargate spawn - after using modified
cheats.xtbl and adding the Stargate to the garage, the game crashed. No success so far.

Cut/leftover activities:
*Guardian Angel (
icon and source files included )- the icon also appears in SRTT but it is impossible to find it on the map without using mods because the activitiy can only be started via phone menu.
*Escort (
different icon and source files included) - it was possibly about to be included in the game because the icon had been changed.
Cut/leftover unlockables & upgrades:
*Homie slot (
image) - the upgrade cannot be bought; all 3 slots are unlocked after "The Real World".
*Warden homie (
image) - mentioned in
unlockables.xtbl - possibly from the four missions which unlock super powers, but I'm not sure.
*Recursor tank (
image) - possibly it would be unlocked after "Miller-Space". The tank has broken camera angle if entered - that's why it could have been cut.
*Mana (
image) - not sure what exactly this does, but most likely a mana boost for super powers.
*Tank homie (
image) - source data exists in
unlockables.xtbl - I think it's possible to unlock this upgrade and see if it works. Possibly a leftover from SRTT.
*Cyrus' VTOL (
image) - the VTOL appears during Kinzie loyalty mission, but is not unlocked. Possibly a leftover from SRTT.
*Heli homie (
image) - the same as the Tank homie. Possibly a leftover from SRTT.
*Dane Vogel homie (
image) - apparently there was a mission involving him. By modifying
homies.xtbl he can be spawned. Not sure, but it looks like he's wielding the K-8 Krukov from SRTT, which means that it's either a leftover from SRTT, or that the K-8 was supposed to be in SRIV.
*homie_ateam (
image) - as you can see, there's Lin and SR1 Benjamin King on the image. Not sure what this unlock does though.
*William Sharp homie (
image) - same as with Dane Vogel, can be spawned too.
*VTOL homie (
image) - same as the Tank and Heli homies. Possibly a leftover from SRTT.
*Increased Hourly Income (
image) - can be unlocked in SRTT if hos are kept for the Saints during "The Ho Boat". Leftover. For some reason the US dollar symbol was changed to a Cache symbol.
*Vehicle Damage upgrade (
image) - used in SRTT, unused in SRIV. Possibly a leftover.
*Notoriety Wipe (
police image and
Zin image) - apparently at some point police and Zin notoriety was separate, but in the final game, only one notoriety meter is present (named as 'police' in the game files).
Cut/leftover misc:
*VTOL minimap
icon - in SRIV the UFO icon is used if an enemy in VTOL spawns.
