I've already done that. Plus I've changed the download zone to UK and US, and it's always the same.Er.. I have an idea. What if you just delete your .exe and verify files then? It will show that one file is missing and it will redownload it. Just the exe isn't a big file, so shouldn't take long to download it.
Looking at your dump(those are amazingly useful, by the way). You are crashing down in HsSrv.dll. This happens on window create and it is an ASUS driver. Try disabling the ASUS EAX emulation. It is called 'GX Mode' somewhere down in their stuff. Not sure why it would start breaking on you now.Already try.
Apparently SaintsRowIV.exe started, it's appear in the windows task manager, but it closes immediately and Steam display "Unable to start the game (application already running)."
Here the .mdmp file that appears in the folder of the game. I don't know with what program I can open it ...

Try nuking the .ini files if you haven't. This call to create window is using options for fullscreen/windowed, resolution and stuff found in the ini. Maybe there is something in there is doesn't like? Did you try changing any settings recently?GX mode is already desactivated. I had several problems with other games due to the GX mode, so I've turned it to off.
This is not the first time that I have a problem with my sound card (Xonar D1), thanks Asus for that ...
EDIT : In case this could help, I use the drivers UNi Xonar 1.71 instead of the official one, because it fixed a lot of bugs that Asus didn't fix with the official driver. http://maxedtech.com/asus-xonar-unified-drivers/
The game worked perfectly until the new update (the same day).

Doesn't work.OK this may sound crazy and probably won't work but try creating a blank file called HsSrv.dll in your base Saints Row IV directory. Windows should try to load that version instead of the proper one. (It will probably give an error that hssrv.dll is not a valid image file but clicking on OK should continue to load the game).
